Ordered by the General Staff of the PLA headquarters, up to 600 People's Liberation Army (PLA) troops entered Wenchuan county on foot, the epicenter, late Tuesday and pulled more than 1,000 people from debris, according to the disaster relief headquarters of the Chengdu Military Command.It was not clear how many had survived. The county city is estimated to have 110,000 permanent and migrant residents.
Earlier reports from Sichuan said only about 2,300 people of a town in the hardest hit county, named Yingxiu, out of a total population of 10,000, were known to have survived.
The confirmed national death toll reached 14,866 by 2 pm Wednesday, nearly all of them in Sichuan, according to the temporary disaster relief headquarters headed by Premier Wen Jiabao, who arrived in Dujiangyan, to oversee the rescue work hours after the quake.
Another 9,404 were buried in debris, 7,841 were missing and 26,206 people were injured, according to the headquarters.
"We will try our best to send milk powder to parents and ensure children do not go hungry," Wen said on Tuesday after learning that some infants were running short of food and many people needed drinking water and tents.
Wen was visiting cities worst hit by the quake, including Dujiangyan, Deyang and Mianzhu.

Wang Zhenyao, director of the disaster relief department of the ministry, told a press conference on Tuesday that people trapped in collapsed buildings could survive for up to a week.
According to Wang, transportation hurdles and the huge number of victims were the two major difficulties facing rescue and relief workers.
Meanwhile, huge amounts of relief materials are required, Wang said, adding that up to 60,000 tents are needed in Mianyang alone, putting further pressure on transport.
Wang, while expressing appreciation for all domestic and foreign donations, said conditions were "not yet ripe" to allow foreign rescue teams into the country.
"At this point, transportation in affected areas is still blocked and it is impossible even for our own rescue teams to reach the disaster-hit areas," he said.
A Foreign Ministry spokesman on Tuesday also welcomed the international community's aid to China's relief efforts.
Many international organizations and foreign leaders have expressed sympathy and pledged to offer help.
Qin Gang told a news briefing that no casualties of foreigners in quake-affected area had been reported.
A group of 31 British tourists have arrived safe in Chengdu, Qin Gang late on Tuesday.

Train Derailed
A 40-car freight train carrying gasoline derailed and caught fire in neighboring Gansu during the quake and was still burning Tuesday evening, a railway official said. One injury was reported.
The train, including 13 tank cars filled with gasoline, derailed and burst into flames on Monday in Gansu province when the quake cut a major rail line, Wang Yongping, spokesman for the Ministry of Railways said.
It was still on fire more than 26 hours after the accident, Xinhua News Agency reported.

Emergency Warning
Water resources authorities issued an emergency warning after water projects suffered severe damage in the quake.
According to E Jingping, vice-minister of water resources, the quake has resulted in the damage of "a considerable number of water projects".
"Given that water reservoirs are prone to risks, dam collapses might lead to mass casualties if inspections and rescue work are not conducted in a timely manner," E told Xinhua after an urgent video conference with the water authorities in Sichuan, Chongqing, Yunnan, Gansu and Shaanxi.
Torch Relay
In another development, organizers of the Beijing Olympic Games said on Tuesday that a minute's silence will be observed during future stops of the torch relay to mourn the victims of the quake.
The relay is scheduled to head to Jiangxi province on Wednesday as it continues its three-month journey through the country.

Chinese President Hu Jintao to visit Japan next year

A Chinese Foreign Ministry spokesman said in Beijing on Tuesday that President Hu Jintao will visit Japan next year.
The date for the visit, however, will be set by the two sides through diplomatic consultations, Foreign Ministry spokesman Qin Gang told reporters at a routine press conference.
China and Japan share common understanding on maintaining and enhancing high-level visits and exchanges, he said.

How long before China fulfills its space power dream?

The recent development in aerospace has been a hot topic among deputies present at the soon ending NPC and CPPCC sessions. With the unveiling of the first picture of the moon surface taken by Chang'e 1 – China's first lunar probe – by Premier Wen Jiabao at the end of last year, the 1,000-year-old Chinese dream of flying to the Moon is materializing.

The lunar probe is the third milestone in China's space exploration, following the success of man-made satellites and manned space flights. The achievements not only manifested China's rising national strength and technical innovation; but also elevated the country's international status and cemented national cohesion.

According to Luan Enjie, chief commander of China's Lunar Probe Project, China would continue to use major scientific and technological projects as a "tractive force" to drive along research and development as well as the application of new technologies.

He believed that core technologies can not be bought. On the other hand, Chinese technicians have invented and grasped great core technologies through participating in the lunar probe project; and achieved 100 percent quality assurance on design and manufacturing tests.
Regarding self-reliance in the development and innovation of core technologies, Premier Wen has also encouraged technicians to strive for exploration and pursue technical innovations in a scientific and integrated manner.

China forms new Cabinet, including five "super ministers"

China's parliament on Monday approved Premier Wen Jiabao's nomination of a new Cabinet (New Line-up of the State Council), including five "super ministers" who are put on the frontline of a major government reshuffle.

The "super ministers" include minister of industry and information Li Yizhong, minister of transport Li Shenglin, minister of human resources and social security Yin Weimin, minister of environmental protection Zhou Shengxian and minister of housing and urban-rural construction Jiang Weixin.

"From this lineup, we can see the new requirements on the Cabinet ministers, set by the current social and economic development: capacities in strategic thinking and policy-making, administration and overall coordination," said Chi Fulin, executive president of the China Institute for Reform and Development.

Li Yizhong is widely known as former head of State Administration of Work Safety and a seasoned professional in petrochemical industries and state assets management. Li Shenglin has worked in factories and served as Mayor of Tianjin before he became vice-minister in charge of the former State Economic and Trade Commission and later, vice-minister in charge of the National Development and Reform Commission (NDRC).

New minister of environmental protection Zhou Shengxian used to work in China's northwest, a region of adverse environmental and natural conditions. He served as director of the State Forestry Administration and the State Environmental Protection Administration respectively before Monday's nomination.

The new minister of human resources and social security Yin Weimin is a master of economics, and Jiang Weixin worked in the real estate sector and served as vice-minister in charge of the NDRC.

The current government reshuffle is expected to address focal issues in China's economic and social development, and to seek all-round, coordinated and sustainable development, said Prof. Li Junpeng of the National School of Administration. "The 'super ministers' therefore need to be enterprising and innovative."

Observers say the reshuffle is more an exploration of China's overall administrative reform, rather than a simple downsizing. The performance of the new government is also crucial to China's future development.

In comparison with the previous Cabinet consisting largely of technocrats, most of the 35 new Cabinet members are well-grounded in their specialties including economics, law, political science, agriculture, administration, science and philosophy.

At least five of them hold doctoral degrees, including Commerce Minister Chen Deming, Health Minister Chen Zhu, Foreign Minister Yang Jiechi, minister of agriculture Sun Zhengcai and
minister in charge of the State Population and Family Planning Commission Li Bin.

Some of the ministers studied overseas: Foreign Minister Yang Jiechi at London School of Economics and Political Science, and Minister of Education Zhou Ji at State University of New York.

The two non-Communist ministers, Chen Zhu and Minister of Science and Technology Wan Gang, were trained in France and Germany respectively. "Their profound experience will help them stand firm in the process of reform and opening up, remain cool-headed and make practical judgments in complicated situations," said Prof. Li Junpeng.

More than 10 ministers were born after New China was founded in1949 and witnessed the country's impoverished and unrestful past, and the momentous changes in the 30 years of reform and opening up.

Many of the new Cabinet members, including Premier Wen Jiabao, had worked as farmers or workers or in other grass-roots posts.

"They share similar experiences: they suffered the worst natural calamity in recent decades in the early 1960s, and their avid desire for knowledge was dampened by the Cultural Revolution (1966-1976)," said Wang Ronghua, president of Shanghai Academy of Social Sciences.

Analysts say the coming five years will be a crucial period for China to implement the "Scientific Outlook on Development", and maintain sustained and balanced growth.

"The public is watching how the new Cabinet will boost sustainable development by transforming the economic growth pattern, provide basic and secure public services to promote social harmony, and deepen political reforms through administrative restructuring," said Chi Fulin.

Chinese president says to serve the people, pledges clean governance

Chinese President Hu Jintao pledged on Tuesday clean governance and appropriate use of power to serve the people wholeheartedly.

"I will serve the people and exert myself to work for the country... be a good public servant and sincerely seek benefits for the people," Hu said at the closing meeting of the First Session of the 11th National People's Congress.

He expressed thanks for the NPC deputies and the entire nation for their trust, saying he would lead the country to advance democracy and the rule of law, put people first and work in a practical manner. "I will exert my utmost not to let you down."

Hu, born in 1942, was reelected Chinese president on Saturday. His first term started in March 2003.
